Fleet Admirals are in charge of Fleets and any lower grade Admirals report to them. If there is a Fleet Captain in a fleet he is in charge of all the Captains and below. He is not considered a flag rank, but goes to all of the flag rank meetings. The rank of Commodore is directly above a fleet Captain. The rank of Fleet Captain can be skipped. It is for people who are excellent commanders and at the time of appiontment they needed a Fleet Captain.

The different branches have different authorites. If a Captain in Science and Medical are trying to decide who's in command the Science is because they are the higher branch. If a Command Commander and a Medical Captain are there then the Captain has the authority becuase he outranks the Commander.

The year is 2293. The new Constellation Class starship exlperor are now ready for testing. The first ship is the USS Constellation with the registry of NX-1974. It is the first desgin with four warp nacelles. The new Avidyne engines are the desgins of the warp drive for this new design of starship. The Constellation Class is capable of speeds up to Warp 9.5. The test fleet has been assigned to test the ship and its capabilities.
